And four, a global recession that has fundamentally shocked consumer behaviors.

Today, 20 months into the US recession a recession that became global in the summer of 2008 with a massive re coupling the V shaped decoupling view is out the window. This is the worst US and global recession in 60 years.

And what could ultimately arise from this worrying situation is a global recession.

If the US tips from mild recession into deep recession, the global deflationary implications will cancel out some of the inflationary pressures the world is facing. Global commodity prices will collapse, and prices for many goods and services will stop rising so quickly as unemployment and excess capacity grow.

Of course, a US recession will also bring further Fed interest rate cuts, which will exacerbate problems later. But inflation pressures will be even worse if the US recession remains mild and global growth remains solid.

It's like a recession. So, there's a recession.

For the global economy, the malaise reflected in anemic trade growth calls for coordinated fiscal stimulus by the world s major economies. Otherwise, the risk of another global recession will continue to rise.

Just consider how the current bout has raised global inflation, lowered incomes of the global poor, weakened the dollar, deepened the US trade deficit, aggravated global financial instability, and increased the likelihood of a global recession. That is an overwhelming indictment that merits urgent policy action.

In the US, recession started in December 2007, and will last at least until December 2009 the longest and deepest US recession since World War II, with the cumulative fall in GDP possibly exceeding 5 .

Still, I am not sure that there is sufficient appreciation of some of the underlying problems facing the global economy, without which the current global recession is unlikely to give way to robust growth no matter how good a job the Fed does.

I believe that we have entered a period of weakening across the different parts of the global economic system, and that this may lead to a global recession. This weakening calls for a strong international public response, including tighter regulation, if we are to avoid such a crisis.

So 2009 will be a painful year of global recession and further financial stresses, losses, and bankruptcies. Only aggressive, coordinated, and effective policy actions by advanced and emerging market countries can ensure that the global economy recovers in 2010, rather than entering a more protracted period of economic stagnation.

So the end of this severe global recession will be closer at the end of this year than it is now, the recovery will be anemic rather than robust in advanced economies, and there is a rising risk of a double dip recession. The recent market rallies in stocks, commodities, and credit may have gotten ahead of the improvement in the real economy.

The current global economic crisis is an opportunity for some new experimentation that might not only lead to its resolution, but might also set in place institutions that help to prevent future crises. Recession insurance is one such idea.

There is no turning back on its path toward full involvement in the global market, despite the current crisis.
