Definitions for hazardous waste and waste management were necessary and a section on public education was essential.

It is reported that many cases of illegal trafficking take the form of the deliberate mixing of hazardous and non hazardous waste.

The reality is that waste has become one of the global public health problems of modern society today, particularly when it comes to hazardous (medical, radioactive, pharmaceutical) and potentially dangerous waste.

A likely outcome of this review is the development of a comprehensive legislative regime to regulate the storage, possession, use and transport of hazardous biological agents.

It has also funded a project covering the retrieval, conditioning and storage of solid operational radioactive waste from the power plant.

Movement and transportation of hazardous cargo is categorised into groups according to hazard levels, and certain areas for loading unloading and storage are assigned for each category.

New environmental legislation has been introduced in several countries to address post consumer waste problems and to phase out hazardous substances that complicate recycling.

Actions at the national, regional and global levels are needed to prevent and detect illegal trafficking of chemicals and hazardous wastes, including efforts towards the more effective application of international conventions relating to transboundary movements of chemicals and hazardous waste.

Special measures have also been taken at the ports to ensure surveillance of hazardous materials, whose trans shipment and storage are under the constant supervision of inspectors who are trained chemists.

It further provides that the disposal of hazardous waste must take place in accordance with the conditions and standards defined in the regulation implementing the Act.

There are also cases involving large scale trafficking in hazardous waste, often involving money laundering activities as well as links to the illegal trade in arms.

The liquid radioactive waste facility is expected to be completed in 2006 and the interim spent fuel storage facility by 2009, subject to overcoming current difficulties.

The passage of ships carrying hazardous waste through the territorial waters or the exclusive economic zone without a permit from the competent administrative authority is also prohibited.

Handling is defined in Section 4 of the Act as each and every activity involving hazardous substance such as manufacturing, storage, treatment, transport, loading, unloading, trade, commerce, import, export, transfer, use and destruction.

Cement kiln co incineration is the term used in the Basel Convention, while Annex C, part II (b) of the Stockholm Convention refers to cement kilns firing hazardous waste .

The law further defines the scientific and technical principles, criteria, means and methods to be complied with in the transportation, collection and storage of harmful and dangerous substances and the elimination of related waste, as well as methods to be applied for their transportation, collection and storage.

Article 32 of the same Act also prohibits the importation of hazardous waste and the granting of permission for its entry into or transit through the territory of the State.

EBRD also manages the Nuclear Safety Account, which finances the construction of an interim spent fuel storage facility and a facility to treat liquid radioactive waste at the Chernobyl site.

Article 18 of the Act prohibits introduction into Jordanian territory of any radioactive derivatives, such as radioactive waste or residue, or their use, processing, transport, storage, licensing or burial in that territory.

The Expert Group notes that two processes (cement kiln co incineration and hazardous waste incineration) are already covered in the current draft guidelines on best available techniques and provisional guidance on best environmental practices.

This includes the Waste Electrical and Electronic Equipment (WEEE) and Restriction of Certain Hazardous Substances in Electrical and Electronic Equipment (RoHS) Directives in the European Union and the Home Appliances Recycling Law in Japan.

Where the environment is concerned article 113 of Act No. 1333 provides for prison terms of up to 10 years for anyone who permits, cooperates or assists in the storage, introduction or transport anywhere in the national territory of toxic, dangerous or radioactive waste or other waste of external origin.

Urges all member States to continue consultation and coordination among them at all international meetings including consultations relating to environment protection, especially in the field of biological diversity, climate change, desertification, hazardous and radioactive waste.

It should be mentioned that the explanatory note to the said Act provides that, in view of the dangers involved in the handling of hazardous waste, the importation of such waste and the granting of permission for the introduction or passage thereof into or through the Arab Republic of Egypt are absolutely prohibited.
