Since 1 January 2004, the Maritime Safety Division of the IMO Secretariat has been re organized and re structured in a manner which has led to the establishment of a dedicated Maritime Security Section under the Sub Division for Operational Safety, Security and Human Element.

The Division for Human Resources, with support from the Division for Oversight Services and the Division for Management Services, takes action in cases of outstanding and presumptive fraud.

Therefore, the directors of both the new Division for Human Resources and the Division for Oversight Services were reclassified from D 1 to D 2.

UNFPA has taken a more disciplined approach to reporting and determining appropriate follow up action, which the Division for Human Resources coordinates, supported by the Division for Management Services and the Division for Oversight Services.

The Division for Human Resources reports the follow up action to the Oversight Committee.

Action in respect of cases of outstanding and presumptive fraud is being administered by the Division for Human Resources, with support as appropriate from the Division of Oversight and Services and the Division for Management Services.

While some posts in the Division for Human Resources were reclassified upward, the staffing of the Division was also reduced by two posts, due to the outsourcing of human resources administration functions to UNDP and to UNOPS.

24.30 This subprogramme is the responsibility of the Security and Safety Section of the Division for Management.

Immediate action to establish the Department of Safety and Security was taken by the appointment on 13 January 2005 of the Under Secretary General for Safety and Security, as well as the designation of officers in charge for the Division of Safety and Security Services and for the Division of Regional Operations.

A new division responsible for human resources planning and development was established at the end of 2004.

This is called human security.

The head of the Division also provides a professional head for the United Nations uniformed security service personnel.

24.35 This subprogramme is the responsibility of the Security and Safety Section of the Division of Administrative Services.

17.16 Substantive responsibility for the execution of this subprogramme rests with the Sustainable Development and Human Settlements Division.

The Division will also incorporate adequate measures to address new security threats in, or related to, the transport sector.

The Board comprises of the Deputy High Commissioner, the Assistant High Commissioner, the Controller, and the following Directors Director of the Department of International Protection, Director of the Division of Human Resources Management, Director of the Division of Operational Support, Director of the Division of Information Systems and TelecCommunications, and Director of the Division of External Relations.

Prioritizing human security does not mean neglecting national sovereignty or State security.

COOPERATION WITH THE HUMAN RIGHTS TREATY BODIES THEMATIC DISCUSSION ON HUMAN SECURITY

UNFPA has taken an altogether more disciplined approach to reporting and determining appropriate follow up action, which is coordinated by the Division for Human Resources with the support of the Division for Management Services and the Division of Oversight and Services, and reported to the oversight committee.

Accordingly, the Government of Nunavut (GN) created the Inuit Employment Division within the Department of Human Resources in 2003.

The Division for the Advancement of Women and OHCHR continued to support the work of human rights treaty bodies and implementation of the major international human rights instruments.

Larger freedom development, security and human rights

The 2005 workplan of the Division for Human Resources includes an output that focuses on developing a succession management framework.

OIOS also recommended that the UNOG Division of Administration should revitalize its steering committee to oversee the implementation of security projects.

The Secretariat provided recent information on the question of human rights and human security.

16.9 In line with this objective, the Environment and Human Settlements Division will further promote sustainable development in the ECE region.

Development, human rights and security are mutually reinforcing.

We give precedence to human over weapons security.

It will encompass development, security and human rights.

During this period, the Division of Human Resources Management (DHRM) revised and issued a number of human resources policies and guidelines such as the Consultancy Policy and Flexible Working Arrangements.
