Before closing, let me raise the issue of the relationship between peacebuilding and human security.

Together with the pressing problems of development and security there is the issue of human rights.

Today, HIV is acknowledged as a development, security and human rights issue with differential gender implications and impact.

And security is another issue.

As a member State of the Human Security Network we are pleased that the issue of human security has been included in the outcome document of the High level Plenary Meeting and will continue to be discussed in the General Assembly.

Whereas HIV was initially perceived as a health issue, today it is increasingly recognized as a cross cutting issue of development, security and human rights that impacts differentially on all segments of the population.

There is a much broader security issue, relating to environmental security.

The problem was a human rights issue.

Peacebuilding is vital issue for the Security Council.

Increased interaction between the Council and the General Assembly would allow for creative approaches to the small arms issue from a broader peacebuilding and human security perspective.

The Human Security Network welcomes the letter sent to the Secretary General and the President of the General Assembly by the women foreign ministers on this issue.

Under the National AIDS Control Programme (NAP) the underlying approach is that HIV AIDS is not just a health issue but a major threat to human security.

Presenting those concerns within a security framework has served to underline security as the priority issue.

For us, it is an issue of security and survival.

And yet this is a major issue in international security.

Each issue has a theme related to security and disarmament.

The Human Security Network would like to reiterate the importance of achieving gender justice and welcomes the conferences held recently on this issue in New York and in Stockholm.

We attach particular importance to the issue of human rights.

The human security approach

For five years, the Security Council has been seized of the issue of women and peace and security.

Promotion of human security and human rights in Africa

Malaysia believes that the issue of women in relation to peace and security deserves the Security Council's sustained attention.

This is called human security.

Nigeria's position on this issue remains very clear human life is sacrosanct.

The issue of the human rights sub office in Gali remains unresolved.

We therefore welcome today's debate on the crucial issue of Security Council reform.

The issue demands the immediate attention of all members of the Security Council.

Fourth, while the issue of demilitarization is distinct from the issue of human rights, the one inevitably has an impact on the other.

Space security was pointed out as a key global security issue, along with the non proliferation of WMD and fighting terrorism.

It was a cross cutting issue, affecting development, human rights, democracy and education.

We must examine in depth the issue of the proposed human rights council.

Prioritizing human security does not mean neglecting national sovereignty or State security.

That is why we need to start thinking of education as a security issue.

The Conference on Disarmament can contribute to solving this major issue in international security.
