Successful trade reform was essential for successful reform of development policies.

Globalization and international trade are closely linked to the employment situation in developing countries, with protectionist trade policies potentially leading to job losses, particularly in agriculture, and the actions of transnational corporations possibly compromising local labour standards.

Although China may not like it, the international trading system may provide more leverage than any other post Kyoto mechanism over developing countries environmental policies. Despite the threat of trade wars, trade sanctions could emerge as the most effective means of forcing international action on global warming.

The African Development Bank Group promoted policies and strategies aimed at increasing the efficiency, productivity and capacity of African regional transport corridors that would boost international trade.

While coherence between national economic policies and international economic processes was essential, it was equally important for the development prescriptions of the international financial, monetary and trade institutions to be coherent with each other.

Particular attention would be given to enhancing the capacity of participating universities to offer courses on international economic and development issues, especially (a) globalization challenges and development strategies, (b) international trade and trade policies, (c) transfer of technology and related investment and intellectual property issues and (d) trade and transport facilitation and the use of ICT for development.

That is still the waterfront of effective policies aid, trade, security, governments.

The Philippines had played an active role in the development work of the United Nations, participating in international meetings where it had emphasized that the international community must incorporate the development dimension of developing countries in international trade policies.

Venezuela's international policy was based on a new concept of economic, financial and trade diplomacy and the introduction of regional bloc policies which defended sovereignty against hegemonistic aspirations.
