Governance how can global infrastructure for electronic commerce (such as the Internet) be adequately governed without hampering the expansion and development of electronic commerce, especially in the less developed parts of the world?

The rapid growth of computer based commerce as well as transactions over the Internet and other systems had made that a priority topic.

The degree to which Internet services are available in a country is becoming important in order for traders to make use of electronic commerce.

And it's interesting, when you look at the predictions made during the peak of the boom in the 1990s, about e commerce, or Internet traffic, or broadband adoption, or Internet advertising, they were all right they were just wrong in time.

The global reach of the Internet and the spread of e commerce had resulted in national borders being of little relevance in cases involving computer related crime.

In a special opening keynote address, Mr. Bradley Holmes, President of Bradley Holmes amp Associates, stated that electronic commerce would become a major application of the Internet.

No wonder analysts reckon that consumer Internet transactions in 1996 were worth a total of only around 500m 600m ... In the three years since the Internet has taken off, the slow growth of electronic commerce has been one of its greatest disappointments.

Between February and December 2004, the Ministry of Culture, the State Administration for Industry and Commerce, the Ministry of Public Security, the Ministry of Information Industry and other agencies mounted a clean up of Internet cafes and other establishments offering Internet services, closing down unlicensed or improperly licensed Internet cafes and punishing covert business activity.

Certain arguments that operators might have a virtual domicile , namely their Internet site or electronic mailbox, appear to have influenced the work of the Working Group on Electronic Commerce.

Particular attention will be given to available experiences in the area of electronic commerce, with special focus on the Internet and the experience of the Global Trade Point Network.

(c) UNCTAD should carry out the necessary analytical and practical work to allow members to better understand the development implications of some of the proposals made for setting up a global framework for electronic commerce, including the possible revenue impact of tax free Internet based commerce.

The key elements include, inter alia improving access to telecommunications and internet services building trust for users and consumers of electronic commerce establishing ground rules for the digital market place.

In a majority of developing countries, import duties account for the largest share of government revenues how are such revenues going to be affected by the expansion of electronic commerce, and how would a tax free Internet commerce (such as proposed by the United States) affect the income of these countries?

APEC e commerce activities are coordinated by the Electronic Commerce Steering Group (ECSG).

Use the Internet. Go on the Internet.

To a large extent, electronic commerce (especially when, as is increasingly the case now, it uses the Internet as its infrastructure of choice) is happening in uncharted territories, where few safeguards and little international regulatory instruments exist. This means that there is no text book or even comprehensive body of jurisprudence for electronic commerce.

And it's not just Internet or no Internet.
