(a) Decree No. 663 of 5 October 1992 deletion of entries from the judicial records.

This decree benefits minors convicted of a crime by eliminating entries in the judicial records, thus facilitating their return to society.

By virtue of legislative decree No. 96 (29 October 2005), a Syrian Judicial Commission was set up to carry out its own investigation into the Hariri case.

The decree requires, inter alia, non governmental organizations, international non governmental organizations and other groups existing before the entry into force of the decree to re register, and does not provide for independent or judicial review of decisions on issues such as cancellation or refusal of registration.

The President of the Syrian Arab Republic had signed, on 29 October 2005, legislative decree No. 96, which established a judicial commission headed by the Prosecutor General of the Republic.

65. The serious dependence of the judicial branch on President Kabila (article VI of Decree Law 3 97 see document E CN.4 1998 65, para. 162) continues, to such an extent that, on 25 April, by a single decree he terminated the services of 91 magistrates of all ranks.

The Constitution does not grant them irremovability, nor does the 22 August 1995 decree on judicial organization, which stipulates that once appointed, judges except for justices of the peace and their surrogates are irremovable .
