Welcoming the development or strengthening of disaster management institutions in some affected countries that provide leadership in comprehensive disaster risk reduction as well as strengthen emergency response at local and national levels,

The aim is to ensure that capacities within the sector are strengthened at the regional and global levels, and that accountability and predictability of the response at the field level are enhanced.

Requests the Secretary General, in collaboration with relevant organizations and partners, to continue progress on compiling a directory of disaster mitigation capacity at the national, regional and international levels as well as the Directory of Advanced Technologies for Disaster Response as a new part of the Central Register of Disaster Management Capacities www.reliefweb.int ocha_ol programs response register.html.

(b) The activities will focus on the delivery, in response to requests from Governments, of combined advisory services and training related to normative and operational functions at the regional, national and local levels, as follows

Approximately 2,250 short term missions will be organized in response to requests from Governments and institutions at the national, subregional and regional levels to assess, design, formulate and implement specific technical cooperation projects or components of programmes.

Removing potential bottlenecks in funding flows and radically improving mechanisms for delivering funds and services at all levels are critical steps to reducing systemic constraints to achieving an expanded response to the AIDS epidemic.

There was a continued positive trend in regular resources levels in 2005, as well as in other resources, due to the unprecedented response from donors (private sectors and Governments) to the tsunami disaster and other emergencies.

It is evident that potential humanitarian crises can largely be anticipated and mitigated through effective preparedness action at all levels, and that enhancing WFP's ability to prepare and conduct inter agency coordination is fundamental to improved response.

These three levels of the hierarchy needs relate to the five levels of Maslow's hierarchy of needs.
