7. The Administration should give greater attention to management and completion of liquidation tasks of missions within a specified period by assigning specific responsibility for the post liquidation functions until all tasks are completed.

Further savings will be realized from liquidation of obligations during the period from 1 July 2004 to 30 June 2005.

The present report contains the financial performance report of UNMIH for the liquidation period from 1 to 31 July 1996.

The Secretary General indicates that, as at 30 June 2004, the strategic deployment stocks funds had savings amounting to 397,322 from the liquidation of prior period obligations and that further savings will be realized from liquidation of obligations in the period from 1 July 2004 to 30 June 2005.

As of 30 June 2004, savings on SDS funds amounting to 397,322 from the liquidation of prior period obligations had accumulated.

In addition, the balance of 4.3 million of the subvention would be utilized to meet the liquidation of prior period outstanding obligations.

The better than expected cash position resulted from additional voluntary contributions received, interest income earned, savings on prior period obligations as well as delays in the liquidation of current period obligations.

This reduction in liquidation timescales translates directly into significant savings in liquidation budgets.

The Committee recommends that efforts be made to speed up the reduction in the civilian structure of the mission during its liquidation period.

Under the terms of the Liquidation Manual (June 2003), an exit strategy and liquidation plan should drive the liquidation process in respect of missions.

Following a review of the requirements and taking into account substantial progress achieved in the liquidation of UNMISET during the current financial period, the Mission determined that the proposed liquidation budget could be reduced by some 2.2 million, to 1,662,200.
