Additional work was required by many offices however to ensure full Minimum Operating Security Standards (MOSS) compliance.

The current year will bring the United Nations complex into full compliance with the minimum operating security standards.

Compliance with the minimum operating security standards at many UNODC offices was verified by the Department of Safety and Security.

8. Further requests the Secretary General to ensure that targeted mitigation measures are put in place pursuant to established minimum operating security standards

Conformity with operating standards

The worldwide security situation and the threat of terrorist attacks on United Nations operations and facilities have generated debate throughout the system to identify means to comply with the enhanced headquarters minimum operating security standards (H MOSS).

With regard to item 2 (e), the Asian Group recognized the urgent need to take measures to comply with the enhanced headquarters minimum operating security standards (H MOSS) introduced by the Secretary General of the United Nations.

(c) The need for national practices to meet internationally agreed minimum standards

It must, however, be kept in mind that United Nations agencies, programmes and funds remain fully reliant on donor funding for all security requirements, including the vehicles, communications and other supplies and equipment stipulated by the Minimum Operating Security Standards.
