The multiple accused trials will result in a number of efficiencies and savings by allowing for multiple trials to be consolidated into one trial, thus saving considerable time and courtroom space. In particular, the crime base will not need to be proven repeatedly, and therefore the same testimony and evidence can be heard only once rather than in multiple trials.

This larger decrease is primarily a result of reduced witness travel due to the consolidation of some trials into multiple accused trials, as noted above.

As noted above, the Tribunal has forged ahead with the joinder of cases into single trials of multiple accused.

At present, three trials of multiple accused are in the pre trial stage, involving a total of 20 accused and consolidating 14 cases.

I must flag for the Council a very important issue related to the trials of multiple accused that is not found in my written report.

We have also noted the consensus among the ICTY judges, following their recent plenary meeting, regarding issues that may arise in relation to the trials of multiple accused.

While those trials of multiple accused should save much time overall, it is obvious that they will run longer than a regular trial due to their size and complexity.

The Working Group on Speeding up Trials, chaired by Judge Bonomy, among other things came to the conclusion that the three existing courtrooms should be renovated to allow for the conduct of trials involving multiple accused an issue I will address in detail later in this statement.

Following the Working Group on Speeding up Trials' expression of support for building a fourth courtroom should two of the Tribunal's courtrooms be allocated for trials of multiple accused, the Registrar of the Tribunal produced a cost benefit analysis on the feasibility of the project in September 2005.

Secondly, the Tribunal has forged ahead with the joinder of cases into single trials of multiple accused as a measure for saving the time it would take to try each case individually.

We have explored all possible options for avoiding such a retrial, and the alternative solution that we devised would be to appoint a fourth, reserve or standby Judge to new trials of multiple accused.

Five of those trials were multiple accused cases the Butare case (six accused), the Military I case (four accused), the Government case (four accused), the Military II case (four accused) and the Karemera et al.

In 2006, phase I trials of the drug TGN1412 had to be suspended when previously healthy volunteers developed multiple organ failure, with some barely escaping death. University College London pharmacologist Trevor Smart believes that they may never fully recover.

To that end, a number of concrete measures have been adopted to accelerate pretrial, trial and appeal proceedings (including, inter alia, the amendments to the Rules of Procedure and Evidence initiated by the Working Group on Speeding up Appeals and the Working Group on Speeding up Trials and the jointer of related indictments to allow for the conduct of trials of multiple accused).

Eight trials involving 11 defendants were thus completed, leaving no pending trials.
