43. The current low per capita income adjustment involves a reduction of assessable national income for those countries whose per capita national income is below the agreed threshold.

They significantly contributed to National Income.

UNICEF National Committees thus contribute roughly one third of UNICEF s overall income.

Low income countries in the normal process of development, for example, receive steady inflows of official foreign assistance of about 3 of their gross national income. By contrast, aid reached 95 of gross national income in Rwanda soon after the conflict ended, but fell to 20 within five years.

The Committee noted that, under the terminology of the 1993 system of national accounts (SNA), GNP is now known as gross national income (GNI).

Hence, my delegation welcomes the efforts of those donor countries that have achieved the 0.7 per cent target of gross national income as official development assistance (ODA), with 0.2 per cent of gross national income for the least developed countries.

As a result, a number of Member States just below the threshold did not experience a reduction in their assessable national income and the overall reduction of assessable national income for countries below the threshold was lower for any given gradient.

On the average, aid remains at 25 cents out of every 100 of the donor countries' national income.

Part two elaborated the issue of income distribution at the national level and included some comparative analysis.

High taxation supports comprehensive national health care, education, pensions, and other social services, resulting in low levels of poverty and a relatively narrow income gap between the richest and poorest households. In the US, the poorest 20 of households receive just 5 of total income, putting their income at around one fourth of the national average.

Rich countries have long promised to increase their aid levels to 0.7 of national income (from around only 0.25 today). The promise of 0.7 means that the rich world would give developing countries a mere 70 cents out of each 100 of national income.

The tables below show the value of national income at market prices and the per capita share in that income, as well as the GDP value at market prices.

Five countries have reached the official development assistance (ODA) target of 0.7 per cent of gross national income (GNI).

The 318 metropolitan areas of the United States contributed 85 per cent of national employment, income, production and services.

Since 1992, the gross national product (GNP) of the West Bank and Gaza Strip, the broadest measure of national income, has declined by approximately 20 per cent.

Foreign transfers for debt payment were, however, already taken into account in calculating gross national product and net national income, so that if the gross national product were taken as the measure of income for calculating the scale, debt burden adjustment was already taken into account to some extent.

The average well being of our societies is not dependent any longer on national income and economic growth.

71. Income distribution generally affects national and ethnic minorities and indigenous peoples in an adverse manner.

Trade as a proportion of national income is more important for many developing countries than for most large developed economies.
