(b) Operational Services Division

63. The Operational Services Division is divided into clusters.

UNDCP policy is coordinated by its Division for Treaty Implementation and Policy Development, and its operational activities are coordinated by its Division of Operational Activities and External Relations.

The Directors of the Division of Operational Support and the Division of Human Resource Management provided introductions to the items.

The Division for Operational Activities and Technical Services has been renamed Division for Operations and Analysis, which will implement subprogrammes 13.3 and 13.4.

Several initiatives started during the last biennium affected management and operational services and brought about a rationalized division of responsibilities and clustered operational support.

The board provides for a clear division of labour and improved coordination and operational arrangements.

Those activities are being coordinated by the Division for Operational Activities and Technical Services of UNDCP.

To that end it comprises three main operational components, namely, the Division of Safety and Security Services, the Division of Regional Operations and the Field Support Service.

The General Legal Division provides support overall to the operational and commercial activities of the peacekeeping missions.

As described in detail below, the workload and operational needs of the Division remain as demanding as ever.

This work, of course, encompasses the operational and commercial activities of DPKO and its Field Administration and Logistics Division.

The division of responsibility could also be improved as well as the process of simplifying and harmonizing operational procedures.

53. Transfer of the non audit function to the Division for Operational Policies and Procedures was completed in February 1997.

It is expected that this division, once staffed and fully operational, will embark on systematic staff development and succession planning programmes.

20. The Director of the Division of Operational Support introduced Audit Follow up Procurement and Asset Management (EC 48 SC CRP.5).

The Directorate of Terrorism (DGT), a division of the Intelligence Coordination for Prevention (CIP), conducts tactical and operational intelligence work to combat terrorism.

The Board comprises of the Deputy High Commissioner, the Assistant High Commissioner, the Controller, and the following Directors Director of the Department of International Protection, Director of the Division of Human Resources Management, Director of the Division of Operational Support, Director of the Division of Information Systems and TelecCommunications, and Director of the Division of External Relations.

22. The Director of the Division of Operational Support (DOS) introduced the conference room paper EC 47 SC CRP.51 on Memoranda of Understanding (MOU).

37. The Director of the Division of Operational Support introduced the Note on UNHCR apos s Proposed New Budget Structure (EC 48 SC CRP.43).

41. The Office has established cost centres and improved measures of common cost apportionment. These actions indicate that the Operations Division, which is the primary implementer of management service agreement projects (the Division for Procurement Projects), is recovering its operational costs.

The Regional and Technical Cooperation Division is the operational arm of UN Habitat, responsible for testing norms and strategies at the regional, national and local levels.

They were introduced by the Director of the Division of Operational Support, the Controller and Director of Financial and Information Services, and the NGO Coordinator, respectively.

XVIII. Recommendation 52. The Division for Audit and Management Review s non audit function of updating manuals should be transferred to an operational unit (para. 14 (a)).

Subject to the availability of resources, the Crime Prevention and Criminal Justice Division intends to develop operational activities and specific projects in the field of environmental crime.

34. The Director of the Division of Operational Support and the Head of the Funding and Donor Relations Service introduced the first sub item of this agenda item.

Since 1 January 2004, the Maritime Safety Division of the IMO Secretariat has been re organized and re structured in a manner which has led to the establishment of a dedicated Maritime Security Section under the Sub Division for Operational Safety, Security and Human Element.

30. The Department of Peacekeeping Operations responded that since July 1994, the Field Administration and Logistics Division, in collaboration with the Procurement Division, has an established policy of only awarding contracts to air operators who exercise full operational control over their aircraft and crew(s).

53. The Division of Administration should provide the necessary administrative support to the Division through the redeployment of an administrative officer, who would act as the operational partner of the administration in all financial, human resources and support matters. Member State pressure for rational division of labour within the United Nations may inspire recognition of UNOPS unique role as an operational project management, contracting and complex procurement entity.

87. In view of the growing needs of States and the consequent increase in requests for technical assistance, the Division plans to continue developing operational activities in this area.

DSP Special Presidential Division (Division spéciale présidentielle)

At an operational level, the Electoral Assistance Division has further institutionalized its working relationships with the United Nations Volunteers (UNV) programme and the United Nations Office for Project Services (UNOPS).

The office of the Director of Operational Support will take the lead in the preparation of those policies and procedures with the active participation of the Budget Division as required.

The ongoing regionalization process remains an operational priority for 2006 2007, leading to a more rational division of labour and improved services among country offices, regional centres and corporate units.

48. The Administration attributed the low response primarily to the short lead time afforded the Procurement Division to effect procurement, under certain circumstances this was unavoidable owing to operational necessity.

As described in detail below, the workload and operational needs of the Division increased during 1997 and are expected to remain at their current level during the next financial period.

A Division of Headquarters Security and Safety Services has been set up to provide policy and operational guidance to major duty stations and regional commissions and to coordinate personal protection functions.
