A detailed procedure has also been formulated as to how the Department of Peacekeeping Operations would be supported through the establishment of the Peacekeeping Operations Support Section within the Division of Regional Operations, as proposed in the report of the Secretary General (ibid.), which will be collocated with the Department of Peacekeeping Operations.

The Advisory Committee notes that the ECM project is a joint venture of the Information Technology Services Division with the Department of Peacekeeping Operations and the Archives and Records Management Section.

The Electoral Assistance Division and UNOPS are currently finalizing a Memorandum of Understanding that will guide future cooperation on electoral operations, marrying the expertise of the Division and its roster of experts to the unique ability of UNOPS within the United Nations system to systematically deliver on very short notice.

Immediate action to establish the Department of Safety and Security was taken by the appointment on 13 January 2005 of the Under Secretary General for Safety and Security, as well as the designation of officers in charge for the Division of Safety and Security Services and for the Division of Regional Operations.

The Advisory Committee notes that the Civilian Police Division is proposed to be restructured into two sections the Mission Management and Support Section, which oversees the operations of 13 police components in peacekeeping missions, and the Strategic Policy and Development Section, which formulates strategic policy and integrated concepts of operations and conducts assessments of potential operations and ongoing assessments of the 13 current components.

To further advance Iraqi capacity for independent operations, the Multinational Force, in partnership with the Iraqi Ministry of Defence, has implemented a programme to embed military transition teams at the battalion, brigade and division levels.
