SAICM comprises a high level declaration, an overarching policy strategy and a global plan of action which together will provide a policy framework to guide global efforts towards achieving the goal of the Johannesburg Plan of Implementation that, by 2020, chemicals should be produced and used in ways that minimize significant adverse effects on human health and the environment.

The overarching principle should be national ownership and leadership of the development process.
