D. Staff development, performance management and career support

(d) Draft staff regulation 1.3 and draft staff rule 101.3 deal with expected performance and ensure that staff will be accountable for their performance and also provide that learning and development programmes will be made available to staff.

This will be continually done, in conjunction with staff performance reviews.

The RCAs of management staff should include gender mainstreaming performance targets and oversight mechanisms.

The Organization s performance appraisal system (PAS) has been revised to link performance and staff development more directly to career progression.

The shortcomings in performance measurement were partly attributable to the demands placed on staff for delivery of services, which limited the time that staff could spend on the development and implementation of performance measures and benchmarking systems.

This may include the development of a performance improvement plan in consultation with the staff member.

(e) Rewarding outstanding performance and addressing underperformance should not detract from recognition of the fully satisfactory performance of the majority of staff who form the backbone of the Organization.

57. Among the various aspects of performance management covered by the PAS, the linguistic performance and continued development of linguistic skills of United Nations staff members are considered critical.

UNICEF is discussing the performance reports for staff at the level of Assistant Secretary General and above.

In general, staff and managers are ready for and interested in performance management and innovation

A rating of partially meets performance expectations does not necessarily mean that the performance is not satisfactory, as there can be many reasons why a staff member has not fully met the goals set at the beginning of the performance year.

(c) Performance management to establish and maintain a performance management system for staff that is clear and objective, is free of bias and abuse, encourages dialogue and feedback and is consistent with the strategic objectives of the Agency, thereby ensuring that all staff perform effectively

United Nations staff must therefore be provided with the best conditions of service, so as to ensure optimum performance.

48. The consequences of untreated cumulative and critical incident stress inevitably have an impact on a staff member s performance.

9. In paragraph 12 of annex II.B to the performance report, over expenditures for international staff salaries, but not common staff costs, amounted to 376,200 as a result of payments of retirement benefits to two international staff members.

5. Recognizes that measures to improve management capacity and performance among senior staff are highly desirable

In some cases a letter of caution or reprimand (non disciplinary measures) may be issued, if appropriate, and or the performance appraisal or special report may reflect the staff member s quality of performance.

(c) The performance of functional medical requirements that directly expose staff to life threatening diseases, such as severe acute respiratory syndrome (SARS) and the Ebola virus, in the course of the performance of their duties.

The Electronic Performance Appraisal System (e PAS), the electronic tool employed to make the process of holding staff accountable for their performance more efficient and timely, represents an enhancement of the original performance appraisal system that was introduced after extensive consultations throughout the Secretariat.

9. Staff rule 104.13, Permanent appointment, is amended by the deletion of subparagraphs (a) (ii) and (b) (ii), to eliminate the five year review of permanent appointments, which is no longer necessary in view of the close monitoring of the performance of staff members, on an annual basis, through the performance appraisal system.

The ongoing IT training programme has now become part of the new staff induction as well as an integral part of all staff duties, with the expectation that staff members continue to function at a higher performance and efficiency level.

A comprehensive evaluation system for the performance of teachers and other education staff, as well as use of diagnostic and achievement tests and remedial and co curricular activities, contributed to the high performance of Agency pupils.

(ii) Provision of career support programmes for staff at all levels, including programmes to promote mobility and to support performance management

The Staff Council's participation in the pilot workshops should not be interpreted as an endorsement of broadbanding and pay for performance.

Investment in staff development and training to provide staff with training and career support, is invaluable in furthering the development of the Organization s substantive and managerial capacity and supporting performance management.

(a) Staff members are accountable to the Secretary General for the proper discharge of their functions. Staff members are required to uphold the highest standards of efficiency, competence and integrity in the discharge of their functions and their performance will be appraised periodically to ensure that the required standards of performance are met.

11. Requests the Secretary General to utilize the performance appraisal system to foster staff management dialogue, including the identification of staff development and career opportunities, and to report to the General Assembly at its resumed fifty first session on the findings of the review of the first cycle of the performance appraisal system
