The priority of this phase of our political transition has been to draft a new permanent Constitution for Iraq.

The mandate of the new Transitional Government, outlined in Security Council resolution 1546 (2004), is to draft a new permanent constitution by 15 August.

The United Nations is helping the Iraqis draft a permanent constitution and to prepare for a constitutional referendum and elections for a permanent Government in accordance with the timetable endorsed by the Security Council in its resolution 1546 (2004).

As we have just learned from the European experience, a permanent constitution is unlikely to succeed if drafted behind closed doors, in isolation from the constituency.

The incoming Iraqi Transitional Government will soon start the process of preparing to write a permanent constitution and complete the building of fully legitimate institutions of State.

We expect to conclude the process by the end of the year, at which time elections will be held for the first Government operating under a permanent constitution.

They should not be settled permanently in Lebanon, first, because they wish to return home and, secondly, because Lebanon's constitution rejects the option of permanent settlement in Lebanon.

The next phase will be one in which the Transitional National Assembly drafts a permanent constitution for Iraq, which is expected to be put to a referendum in October 2005 .

The current Constitution evolved from the 1976 and the 1982 Constitution Orders and is the fourth Constitution that applies solely to Anguilla.

Iraq is undergoing difficult times, but its aspirations are just and we therefore hope that you will give Iraq your support and that you will display solidarity with Iraq, especially as we are on the verge of adopting our permanent constitution, a constitution that can ensure independence and a life of democracy, coexistence, love and tolerance for all.

The Conference strongly reaffirmed its keenness on Iraq's sovereignty, territorial integrity, national unity and political independence and to be ruled by its own people through a broad based, all inclusive and fully representative government, in conformity with a nationally endorsed permanent constitution.
