Evo Morales and the Populist Paradox

Italy s parliament is divided among three mutually incompatible political forces, with none strong enough to rule alone. Worse, one of these forces, which won 25 of the vote, is an anti euro populist party, while another, a Euro skeptic group led by former Prime Minister Silvio Berlusconi, received close to 30 support, giving anti euro parties a clear majority.

The first at least is populist, and the second is elitist.

The best response to today s unholy alliance of populist racist parties is courage, determination, and clarity of position. Any alliance by mainstream conservative parties with far right forces will turn out to be a guarantee of defeat moral as well as political.

Millions of others, however, are ill prepared for the new age. And it is their growing anxiety that is fueling the rise of identity politics, with populist leaders and movements appealing to ethnic or religious solidarity in the face of the impersonal forces of change.

Austerity fatigue in the periphery is clearly evident from the success of anti establishment forces in Italy s recent election large street demonstrations in Spain, Portugal, and elsewhere and now the botched bailout of Cypriot banks, which has fueled massive public anger. Throughout the periphery, populist parties of the left and right are gaining ground.

Correcting these policy failures is made more difficult by the rise of populist political forces. The National Front in France, the United Kingdom Independence Party, and far right anti immigration parties in Sweden, Denmark, and Italy are picking up votes and shutting down informed public debate on a tough policy question that has no easy answers.

There was certainly a great deal of this type of sentiment in the 1930 s, when the populist response to the Great Depression attributed it to the sinister forces of international capital. The modern version of this explanation holds that the world is changing so quickly that national security and, indeed, national identity, are under threat.

Beppe Grillo s populist Five Star Movement emerged with 25 of the popular vote the highest support for any single party. If France wants to capitalize on the positive emotions of Bastille Day, it needs much more responsible elites, ready to unite in the fight against unemployment and its causes (lack of competitiveness and labor market rigidity) and consequences (the rise of populist, non republican forces). What Bastille Day revealed, even briefly and superficially, is that the potential to unite France exists.

We rejected the tendency to equate asylum seekers with criminals, even terrorists, and deplored the harmful exploitation of this confusion by certain populist elements.
