Essential elements of the Hyogo Framework for Action 2005 2015

PAHO WHO has been assisting countries in implementing the Hyogo Framework recommendations for ensuring safer hospitals by 2015.

Follow up to the Hyogo Framework for Action 2005 2015 Building the Resilience of Nations and Communities to Disasters

The Conference resulted in the Hyogo Framework for Action 2005 2015 Building the Resilience of Nations and Communities to Disasters.

At that Conference, participants agreed on the Hyogo Framework for Action 2005 2015 Building the resilience of nations and communities.

Stressing the need to incorporate risk reduction approaches into development policies and recovery programmes, as set out in the Hyogo Framework for Action 2005 2015,Hyogo Framework for Action 2005 2015 Building the Resilience of Nations and Communities to Disasters (A CONF.206 6 and Corr.1, chap. I, resolution 2).

The full implementation of the Hyogo Declaration and the Hyogo Framework for Action 2005 2015 would, we believe, contribute to that end.

The project is intended to help countries in crisis and post crisis in West Africa to achieve the Dakar EFA goals of 2015 deadline.

10. Recognizes that trade rules and issues in the post Doha framework should have a clear development content

Inputs from the workshop were incorporated in the strategic policy framework for post conflict reconstruction on the continent.

The post crisis era is over, and the post post crisis world is upon us. It is time to adopt a new framework of realistic solutions that promote shared prosperity within the global economy of today and tomorrow.

We call on the international community to fully implement the Hyogo Framework for Action 2005 2015, adopted at this year's World Conference on Disaster Reduction.

The draft contained a strong reference to the World Conference on Disaster Reduction, held in January 2005, and to the Hyogo Framework for Action 2005 2015.

We, therefore, adopt, the Hyogo Framework for Action 2005 2015 with its expected outcome, strategic goals, and priorities for action, as well as implementation strategies and associated follow up, as a guiding framework for the next decade on disaster reduction.

They should also support the implementation of the Hyogo Framework for Action 2005 2015 Building the Resilience of Nations and Communities to Disasters in disaster prone developing countries.

8. Recognizes that trade rules and issues in the post Doha framework should have a clear development content, and in this regard

In that context, Africa is finalizing an African Post Conflict Reconstruction Policy Framework aimed at enhancing the capacities of all internal actors.

Calls upon States to fully implement the Hyogo Declaration and the Hyogo Framework for Action 2005 2015, in particular those commitments related to assistance for developing countries that are prone to natural disasters and for disaster stricken States in the transition phase towards sustainable, physical, social and economic recovery, for risk reduction activities in post disaster recovery and for rehabilitation processes

The objective of the NEPAD African Post Conflict Reconstruction Policy Framework is to establish an African led agenda for post conflict reconstruction and to address the nexus between its peace, security, development and humanitarian dimensions in Africa.

We adopted, building upon the recognition mentioned above, the Hyogo Framework for Action 2005 2015 as an updated a progressive and action oriented guiding framework on disaster reduction, including priorities for action in the next decade, as well as implementation strategies and associated follow up.

The New Partnership for Africa's Development (NEPAD) secretariat has been tasked by the AU with developing a strategic policy framework for post conflict reconstruction.

Post conflict needs assessment is a new approach that UNIDIR has developed based on the requirements of the Conflict Analysis Framework of the World Bank.

Such an understanding is captured in the Hyogo Declaration and the Hyogo Framework for Action 2005 2015 Building the Resilience of Nations and Communities to Disasters, which were adopted at the Conference.

The post conflict situation in most of the countries of the region requires increased efforts, particularly within the framework of implementing disarmament, demobilization and reintegration programmes.

The World Conference on Disaster Reduction, held in early 2005, adopted the Hyogo Framework for Action 2005 2015, which identifies strategic objectives and priority areas to reduce disaster risk in the next 10 years.

First, decisive action needs to be taken at all levels to implement the Hyogo Declaration and the Hyogo Framework for Action 2005 2015, which were adopted at the 2005 World Conference on Disaster Reduction.

UN Habitat has prepared a theme paper on post conflict, natural and man made disaster assessment and reconstruction that proposes guidelines and a framework for its intervention at the earliest stage of post disaster work in order to ensure sustainable relief and reconstruction (HSP GC 20 5).

This framework plan is based on the priorities that were determined together with the Central African authorities democratic governance, resumption of post conflict programmes, and the fight against HIV AIDS.
