Encouraging private capital flows and remittances

Private capital, which accounts for more than 90 of capital flows to developing economies, will remain the dominant source of long term financing. Under Chapter 11, companies with a solid underlying business generally swap debt for equity. These factors considerably limit those countries' ability to attract foreign direct investment and other international private capital flows.

Both private capital flows and workers' remittances constitute important sources of development finance for Africa as a whole.

Higher capital requirements mean, in essence, more equity funding and by implication, under any sensible definition relatively less debt for a given balance sheet size. This is an attractive and sensible policy, because today s global banks have relatively small slivers of equity underpinning their operations.

For example, the SEC has traditionally thought about adequate equity capital in a regulated business, primarily as the amount needed to help compensate customers in the event that individual firms fail. But it would be much better, as Stein suggests, to think about equity capital from a systemic perspective that is, how much loss absorption is needed to prevent some form of a cascading confidence crisis.

Domestic resource mobilization, remittances from expatriate workers, private debt and equity flows, and philanthropic contributions exceed official international aid by a wide margin. Private flows are no longer the tail, but the dog that wags the development agenda.

The best solution is private capital from retained earnings, new entrants, new ownership, and new investment. But in some cases, additional public capital probably cannot be avoided, as distasteful as it is.

But that is not because banks prepared themselves by raising more capital. On the contrary, compared to their likely future losses, European banks have raised relatively little capital recently and much of this has been creative accounting, rather than truly loss absorbing shareholder equity.

Women that are ready to start a private business must completely focus themselves towards an independent strategy of finding starting capital.

Abolition of taxes on realized capital gains increased the sales of shares enormously. International equity funds stepped in, providing companies with urgently needed liquidity while disentangling the traditional ownership network.

Owners of private capital that could be allocated to productive investment will remain hesitant. And societies will continue to lack the jobs and capital investment that are essential for durable prosperity and general well being.

Private capital flows have an important role in complementing developing countries' domestic resources, the transfer of technology, employment generation and entrepreneurship building.

But doesn t the banks ability to raise new equity capital indicate that, regardless of whether the stress tests are reliable, investors believe that their assets value does significantly exceed their liabilities?
