Non proliferation efforts should in no way hamper the peaceful use of science and technology.

Nor are technology constraints a durable answer, unless the motives for proliferation are addressed.

While fully supporting efforts for the non proliferation of weapons of mass destruction, Malaysia maintains the principled position that non proliferation and peaceful uses of nuclear technology should be addressed in a balanced and non discriminatory manner.

The right of a State to develop fuel cycle technology must be considered in the context of its NPT nuclear non proliferation obligations.

Civilian use of nuclear energy and technology must become fully resistant to proliferation, with better mechanisms for controlling the nuclear fuel cycle.

The Conference should call for Security Council resolution 1540 (2004) to be implemented in full, as it was crucial to efforts to prevent non State actors from acquiring nuclear and other weapons of mass destruction reaffirm that export controls were an essential instrument of non proliferation, rejecting the false assumption that they impeded cooperation and the transfer of technology and welcome the role of the Proliferation Security Initiative in upholding the non proliferation regime.

The extent of the proliferation network dismantled in Pakistan illustrated the critical importance of national controls over the production and export of sensitive technology, materials and know how, and of international coordination in the application of national laws.

The adoption of Security Council resolution 1540 (2004) had made a major contribution to the cause of non proliferation by emphasizing the need to prevent non State actors from gaining access to weapons technology, nuclear materials and biological and chemical agents.

Therefore it supported the International Code of Conduct against Ballistic Missile Proliferation and other regimes against such proliferation.

Controlling the proliferation of light weapons.

With regard to the non proliferation regime, we believe that Security Council resolution 1540 (2004) is a commendable initiative for considering the problem of the acquisition of technology, nuclear materials or weapons, and other weapons of mass destruction by non State agents.

Such disparities are unnecessary. Indeed, the proliferation of agricultural technology from more efficient machinery to higher yielding or more robust crop varieties has the potential to narrow the productivity gap considerably, even if differences between climates and producers remain.
