In 2004, WCO issued volume 3 of the Compendium entitled A Secure and Efficient Transit System Guidance to Members on the Establishment of a Secure and Efficient Transit System , intended to assist member States with the development of a secure and efficient transit system.

An efficient transit transport system could be established through genuine partnerships between landlocked and transit developing countries and their developing partners at the national, bilateral, subregional, regional and global levels, as well as through partnership between the public and private sectors.
