Lower actual requirements owing to the repatriation of contingent personnel

The additional requirements of 112,200 under this heading are attributable primarily to significantly increased requirements for travel of military and police personnel and civilian staff between regional sectors and the mission headquarters, offset in part by reduced requirements for training related travel owing to the delayed deployment of mission personnel.

The additional resource requirements were mainly with respect to the military and police personnel, the additional requirements for which resulted from the phased deployment of 750 additional infantry personnel, 50 additional staff officers, 150 additional civilian police and 1 additional formed police unit of 125 police personnel.

4. The present report provides for additional requirements for the delayed repatriation of military and civilian personnel and the retention of a military task force of 955 contingent personnel.

Additional requirements of 2,713,000 resulted from the fact that, while the provision had been based on estimated requirements for the repatriation of 650 contingent personnel by 31 December 1996, actual requirements called for the transport of equipment related to the repatriation of some 2,500 contingent personnel during the second half of the reporting period.

The budget estimates showed increased requirements under personnel costs owing to projected full deployment of military, civilian police and civilian personnel.

This results from additional requirements for military personnel costs ( 32,058,900), which includes over expenditures of 6,519,900 under military contingents, additional requirements of 1,277,900 under death and disability, and additional requirements of 24,378,600 under contingent owned equipment.

The revised estimate for civilian personnel for 2004 05 therefore reflects an increase of 1,875,000, relating only to requirements for additional United Nations Volunteers.

This increase is due mainly to increased requirements for civilian personnel ( 289,400), transportation ( 357,800), communications ( 142,600) and other equipment ( 155,400).

They set conditions, if any, with respect to entry and establishment ownership and control requirements sectoral restrictions authorisation and reporting and operations (including performance requirements, licenses, personnel requirements).

166. The Personnel Management and Support Service is responsible for anticipating, identifying and meeting the civilian personnel requirements of field missions and to ensure their efficient deployment, management and administration.

A significant increase in United Nations personnel or in contractual services would be required to undertake such inspections, resulting in additional financial requirements for personnel, travel, subsistence and commercial contracts.

The requirements for training provide for the training of 99 Mission personnel in the maintenance period from 1 July to 31 December 2005.

The reduced requirements, totalling 674,200, result from the drawdown of military and civilian personnel.

Requirements for additional civilian police personnel are to be accommodated from within currently approved resources, in view of prevailing vacancy rates.

Based on the standard costs of 5 per person per month for all personnel, the requirements would amount to approximately 299,000.

The commitments on the movement of natural persons normally include entry requirements for three main categories of personnel business visitors, personnel engaged in setting up an establishment presence, and intra company transferees and a fourth category, namely personnel in specialty occupations.

(ii) Additional security requirements to safeguard UNFPA personnel and premises globally (DP FPA 2004 17)

(a) Requirements of peacekeeping operations as regards Chief Administrative Officers and other key administrative personnel

The NPUs and NPPUs currently under development fully meet the established specific safety requirements and general technical safety requirements for all regular use by spacecraft personnel and the rocket industry and for all foreseeable accident conditions.

The requirements also include the estimated worldwide costs of malicious acts insurance for personnel in the field in the amount of 15,255,700.

Provision is made for the requirements of additional civilian personnel at an average cost of 28 per person month for a period of 7.5 months.

In that context, the training policy would establish benchmarks and certifications for the specific skills and competencies required of military, civilian police and civilian personnel, as well as for the requirements common to all categories of personnel.

The increase in requirements is the result of the delayed repatriation of contingent personnel and the retention of a military task force of 955 personnel.

Any such use of anti personnel landmines is in accordance with the requirements of the CCW.

Actual requirements for these items were lower by 145,900 owing to the lower number of international contractual personnel retained during the reporting period.

Provision is made for the requirements of 780 contingent personnel for a total of 284,700 person days at the rate of 17 per person per day.

24. For the Registry, the staffing requirements in the revised budget for 1998 comprise 331 posts (146 Professional, 101 General Service and 84 Security personnel), including 46 additional posts (26 Professional, 7 General Service and 13 Security personnel).

The main factor contributing to the variance of 1,243,700 under this heading is the self sustainment requirements for the additional 5,674 military contingents personnel.

First, the capacity to rapidly deploy peacekeeping personnel to meet emergency requirements has always been a challenge.

50. For the Registry, the staffing requirements in the proposed budget for 1999 comprise 456 posts (176 Professional, 181 General Service and 99 Security personnel), including the addition of 171 posts (56 Professional and 87 General Service and 28 security personnel).

The 56 independent contractors represent personnel for non core functions and surge requirements budgeted for an estimated 10 months per independent contractor during the budget period 2005 06.

The additional requirements result from the temporary recruitment of 17 additional international civilian personnel and 30 additional national personnel, adjusted by a 25 per cent delayed recruitment factor.

Requirements for mean and accommodation allowance for contingent personnel on official duty within the mission area has been calculated at 5,000 for the first four months and at 2,500 thereafter.

The estimate takes into account requirements for the in situ registration and disarmament of some 6,000 UNITA personnel and actual expenditure until 31 December 1997.

This included the introduction of a personnel activity report in April 1998, which was intended to improve the reporting of personnel data from the field to Headquarters, allowing for better coordination of staffing requirements between various missions
