The IMF is supporting structural measures to enhance public sector governance and transparency.

Promote and support the full participation of women in consultative and decision making forums for the design of post conflict reconstruction and governance frameworks, including constitutional, electoral, judicial, legislative and security sector reforms.

In 2004, UNIDIR participated in a conference in Abuja on the challenges of security sector governance in Africa, which was co hosted by the Institute for Peace and Conflict Resolution and the Centre.

Problems generating the need for reform of this sector are generally the result of poor governance.

I turn next to the security sector.

The elections will constitute a major test not only of the country's ability to sustain democratic governance but also of the capacity of its security sector to sustain law and order, and a stable security environment in the delicate political environment which the elections will inevitably create.

Reform of the security sector also remains extremely slow.

Good governance is not synonymous with limited policy intervention or simply getting out of the way of the private sector.

Good governance, a vibrant civil society, functioning markets, and a competitive entrepreneurial private sector are essential ingredients of this process.

Several processes, internationally and regionally driven, have been addressing forest law enforcement, governance and associated trade in the forest sector.

Private sector provision of water services could be promoted by enhancing private sector confidence and trust in the State's governance structure through implementation of sound and stable legal and fiscal frameworks.

Significant progress has also been made in security sector reform.

Genuine and sustained poverty alleviation will only occur in an environment of good governance, private sector growth and respect for private property ownership.

Political stability, good governance, clear property rights and reasonable tax structures are just some of the essential factors for fostering private sector growth.

Today we are recovering political and macroeconomic stability, democratic governance and, above all, trust in the Paraguayan State and in our business sector.
