The failure for more than a year to make any progress in negotiations with Israel has convinced Abbas and his colleagues to pursue the UN option. And Israel s continuing settlement construction on the West Bank has sharpened their sense that negotiations would not be productive, whereas the raft of UN resolutions supporting a two state solution could now be put to the test.

Of course, multilateral trade negotiations are only one of three legs on which the World Trade Organization stands. But breaking that leg adversely affects the functioning of the other two the WTO s rule making authority and its dispute settlement mechanism.

For the Palestinian side, the first step would be reform, including security sector reform, and, for the Israeli side, the halting of all actions which could prejudge the result of final status negotiations, such as any expansion of settlement activities.

Moreover, it is of great importance that both parties renew their efforts to implement the commitments made in Sharm el Sheikh and that they refrain from taking unilateral measures that might prejudice the outcome of negotiations on the final settlement.

Correspondingly, Israel must cease its settlement activities, which are contrary to its obligations under the road map, and avoid taking measures that could prejudge the final result of negotiations, especially with regard to territorial issues, including those in connection with Jerusalem.
