The fund balance for the Special Purpose Grants Fund was 8,564,689 as at 31 December 2004.

The actual positive balance of the General Fund results mainly from an increase in programme support income received from the Special Purpose Grants.

An increase in both the general purpose and special purpose contributions was recorded during 2004, with the general purpose contributions amounting to US 10.5 million and the special purpose contributions to US 22.2 million.

Interest accrued under the General Purpose segment of the Industrial Development Fund is credited to that Fund.

The UNITAR General Fund is financed from voluntary contributions made by Governments, intergovernmental organizations, foundations and other non governmental sources, as well as from the programme support costs reimbursement income generated by expenditures of the Special Purpose Grants Fund.

Owing to a declining level of contributions to the General Fund and an increase in the number and scope of special purpose grants, support costs reimbursement income has gradually become the major source of income for the General Fund.

This was due to the expansion in the special purpose grant projects and consequent income from programme support costs, and to the increase in voluntary contributions posted to the General Fund.

The purpose of the Special Committee was to strengthen the role of the United Nations, and strengthening the Special Committee itself would help fulfil that purpose.

General purpose funds also finance priority areas not attracting special purpose (earmarked) contributions, thus providing programme flexibility.

However, this income should be primarily for covering administrative costs relating to special purpose grants, overall administration and management of the Institute and, ideally, fund other training programmes offered to representatives from Member States, which should be financed from voluntary contributions to the General Fund.

The Fund has a special focus on women.

The creation of an international Fund for Cultural Diversity has been provided for that purpose.

At the end of 2004, 11 million remained available in the fund for this purpose.

The programme budget is funded mainly from special purpose funds (earmarked voluntary funds) and the support budget from general purpose voluntary contributions.

Other specialized training programmes, research and study projects, designed and conducted by the Institute for other United Nations bodies, specialized agencies, Member States and non governmental organizations, are financed from the Special Purpose Grants Fund on a fully reimbursable basis, without resulting in any financial obligations to the General Fund.

While both general purpose and special purpose contributions recorded an all time high, there remains an imbalance between the two types of contributions.

The amount of 3,101,237 ( 2,285,613) represents the accumulated surplus under the general purpose segment of the Industrial Development Fund.
