The Meeting took note of the report on common staff costs (SPLOS 127) and of the report on budget performance for 2004 (SPLOS 128).

As shown in annex I to the report on the financing of MICIVIH, the provision for salaries and common staff costs ( 1,343,800) includes the United Nations share of salaries and common staff costs of local staff ( 228,400).

9. In paragraph 12 of annex II.B to the performance report, over expenditures for international staff salaries, but not common staff costs, amounted to 376,200 as a result of payments of retirement benefits to two international staff members.

As indicated in annex I to the report, the requirements relate, inter alia, to salaries and common staff costs for the continuation of 115 international staff, consisting of 98 staff in the Professional and higher categories (1 D 2, 2 P 5, 47 P 4, 41 P 3 and 7 P 2), 10 General Service staff and 7 Field Service staff (ibid., annex I). The actual deployment of Mission staff for 1995, as provided to the Committee, is shown in the annex to the present report.

In paragraph 162 of its report, the Board recommended that UNICEF improve its management of staff rotation.

The Staff Counsellor has observed, for example, that following widespread distribution and discussion of the report, staff are more willing to come forward to ask for help and guidance.

With regard to vacancy rates for civilian staff, the Advisory Committee notes from annex II.A of the performance report that while the average vacancy rate was 18 per cent for local staff and 20 per cent for international staff, the estimates were based on 15 per cent average for local staff and 5 per cent for international staff.

3. Requests the Secretary General to report to it at its sixty third session on staff development policy and the priority of staff development, taking into account the impact of the retirement of many senior staff in the near future
