Guided by a provision of the Decree on the appointment of experienced, competent women specialists as deputy directors at all levels (ministries, State committees, main administrations and agencies reporting to the Government, State departments and institutions and other State organizations), the number of women among the management staff has increased dramatically for all levels of State administration.

It does not compete with other ministries, but ensures that specific ministries for example, the ministries for education, labour, health, social development, economy and finance include a youth dimension in their own development policies in the context of national, regional and local government.

These activities are, in the majority of countries, covered by the ministries of agriculture and forestry and the ministries of economic relations, land planning and environment.

Meanwhile, the measures introduced by ministries and State bodies are being implemented through dispersed plans and programmes, a practice which limits their sustainability and their impact on efforts to reduce inequity.
