(d) It is essential that technical assistance measures in support of efforts to counter terrorism take account of these normative aspects as integral elements.

In addition, the Office provides administrative and programme support for the implementation of the operational programmes of the Department, including the Development Account, technical cooperation activities, extrabudgetary projects and other special operations.

The Development Account encourages collaborative efforts between various United Nations departments and entities in implementing innovative cross sectoral activities that draw on the technical, human and other resources available in developing countries.

At its ninth session, the General Conference decided to create a special account for certain activities under Buildings Management Services (BMS) and a special account for the Regular Programme of Technical Cooperation (RPTC) that would not be subject to financial regulations 4.2(b) and 4.2(c) (GC.9 Dec.14).

The Committee recommends that the State party continue to ensure that its international human rights obligations and the present recommendations are taken fully into account when entering into technical cooperation and other arrangements.

Pursuant to Article 16 concerning technical assistance, the Parties are required, taking into account in particular the needs of developing countries and countries with economies in transition, to cooperate in promoting technical assistance for the development of the infrastructure and the capacity necessary to manage chemicals to enable implementation of the Convention.

It is essential that a proper follow up mechanism to those visits be put into place so as to ensure that technical assistance and other needs identified during the visits are duly taken into account.

Taking into account the desire of both organizations to continue to cooperate closely in the political, economic, social, humanitarian, cultural and technical fields and in their common search for solutions to global problems, such as questions relating to international peace and security, disarmament, self determination, decolonization, fundamental human rights and economic and technical development,

The Parties shall, in the context of this Article, take full account of the specific needs and special situation of least developed countries and small island developing States in their actions with regard to technical assistance.

We consider that the Conference on Disarmament should now take these more firmly into account and seek to advance them by marshalling the relevant technical expertise while building up the necessary confidence for a political consensus.
