21.54 The outputs of Programme Planning and Technical Cooperation Division include the following

Internal guidelines for the staff of the Division have been formulated on technical assistance work.

A new Geographic Information System officer had joined the Division to assist the Commission in its technical work.

It was agreed that the Statistics Division should coordinate technical assistance in trade statistics focusing on methodology and implementation.

The Division has provided technical support to a number of countries, with a particular emphasis on coordination, protection and return issues.

Finally, the Division provides technical assistance to requesting States for the ratification and implementation of the 13 universal instruments related to terrorism.

On the technical side, the Statistics Division developed web services for data transfers by applying Statistical Data and Metadata Exchange (SDMX) standards.

The Division has a portfolio of technical cooperation activities of over 150 projects in 61 developing countries and countries with economies in transition.

The Division also provides technical and substantive servicing of related follow up work for the Economic and Social Council and the General Assembly.

The Technical Co operation Division of the IMO Secretariat is responsible for the delivery of the security related activities foreseen in the technical co operation programme (ITCP) of the IMO which is approved by the Assembly based on the recommendations of the Technical Co operation Committee.

The Population Division integrates population ageing and associated policy issues into its technical work programme, publications and support for the Commission on Population and Development.

The Electoral Assistance Division with UNDP and the Secretariado developed a technical assistance project to assist in the holding of local elections in the country.

In that context, her Division continued to provide technical assistance to enhance the capacity of States parties to prepare reports under article 18 of the Convention.

The Regional and Technical Cooperation Division is the operational arm of UN Habitat, responsible for testing norms and strategies at the regional, national and local levels.

This function has been performed for the past two years by the Director of the Regional and Technical Cooperation Division in addition to his normal duties.

The substantive branches of the Programme Development and Technical Co operation Division prepared individual procurement plans, based on guidelines that had been issued by the Secretariat.

The Division has since established a technical assistance and coordination unit to carry out the coordination work in a systematic way, in line with the guidelines.

13.25 The Division of Programme Support provides administrative, logistical and technical support to ITC in the planning and implementation of all its regular budget and extrabudgetary activities.

In the second half of 2007, the Division will begin technical assistance activities for developing countries to help build their capability to compile and disseminate distributive trade statistics.

In this context, UNIDO has initiated, together with the United Nations Statistics Division, the preparation of technical inputs towards the Statistical Commission's review of industrial statistics scheduled for 2006

Concerning countries with economies in transition, the Division has been confronted with unprecedented demand for new technical cooperation approaches tailor made to the specific needs of economies in transition.

The unique nature of its activities calls for a special working relationship between Procurement Services and the substantive branches of the Programme Development and Technical Cooperation Division in view of the technical, complex and project specific nature of the requirements for goods and services.

The report focuses on the activities in 2004, and has three components the review, which synthesizes the main features of last year's technical cooperation activities a summary of the activities carried out by each division of the UNCTAD secretariat (annex I) and detailed statistical tables containing information on the financial resources allocated to UNCTAD technical cooperation by project, by region, by division and by source of funds (annex II).

The Statistics Division has also established a technical subgroup on human functioning and disability to review and update current census recommendations on disability with regard to concepts, definitions and classifications.

This cooperation has worked well to date, with the Division providing technical advice to all UNDP interventions through needs assessment missions and through ongoing involvement in monitoring and evaluating UNDP electoral activities.

The Division for Palestinian Rights, in cooperation with relevant technical and library services of the United Nations Secretariat, continued to administer, maintain, expand and develop UNISPAL, pursuant to successive annual General Assembly mandates.

On the basis of those assessments, the Division will formulate strategic responses and provide guidance on their execution, including technical cooperation and expert advice on the establishment and enhancement of electoral management bodies.

13.22 The Division of Technical Cooperation Coordination coordinates field level activities, including relations with field based donors, and ensures that such activities are consistent with national and regional trade promotion needs and priorities.
