The Anti Terrorism Act, in particular, defines basic terms and their meanings, including terrorism, terrorist act, technological terrorism, terrorist activity, international terrorism, terrorist, terrorist group, terrorist organization, anti terrorism, anti terrorist operation and hostage.

The Enabling Act for the SAARC Regional Convention on Suppression of Terrorism 1991 The Extradition Act 1991.

The Act also encompasses the punishment of individual acts of terrorism.

Also before Parliament is a Bill of the Counter Terrorism Act.

On terrorism, we agree with the Secretary General's proposal to conclude a comprehensive terrorism convention that defines as an act of terrorism any act intended to seriously harm civilians or non combatants, with the purpose of intimidating a population or compelling a Government or international organization to do or abstain from any act.

The root causes of any act of terrorism must be carefully examined in order to effectively address and combat terrorism.

We must act to ensure that catastrophic terrorism never becomes a reality.

Act on the suppression of the financing of terrorism and money laundering

Australia ratified the UN International Convention for the Suppression of the Financing of Terrorism in 2002 and has implemented its obligations through the Suppression of the Financing of Terrorism Act 2002 (SFT Act).

Law no. 52 2003 criminalizes as a terrorist act all acts that aim to facilitate, directly or indirectly, any act for terrorism purposes.

As the compensation of victims of terrorism is regulated by the Anti Terrorist Act (arts.

(d) The careful constitutional scrutiny of the powers conferred by the Anti Terrorism Act 2001

Financing of terrorism may be punished as contribution to the commission of a terrorist act.

Article 5 of the Law outlines the definitions for a terrorist act, the terrorist activity, a terrorist, fight against terrorism, counter terrorism action, Implementation Zone of Counter Terrorism Action, a hostage. (The English translation of the Anti Terrorism Law is annexed).

In that event, the first question would be whether the catastrophe was an act of terrorism, an act of State aggression or an accident all were possible.

Introduction of the Anti Terrorism Crime Act 2003 encompasses and reinforces the principles of the Eight Special Recommendations of the FATF on combating the financing of terrorism.

Israel further calls upon the international community to urge the Government of Lebanon to act against terrorism.

Singapore issued anti terrorism regulations in 2001 based on the authority of its United Nations Act (2001).

A designation results in the freezing of all assets (Terrorism Suppression Act, sects. 20 23 and 31).

The Crimes of Terrorism Act entered into force on 10 August 2004 (see Annex I.B, under item 11).

The current Danish Act on Measures to Prevent Money Laundering and Financing of Terrorism (The Act on Money Laundering) is not in force on the Faroe Islands or in Greenland.

The Government of Mauritius passed the Convention for the Suppression of the Financing of Terrorism Act 2003 to implement the International Convention for the Suppression of the Financing of Terrorism.

This is particularly the case following the horrendous act of terrorism of 11 September 2001 in the United States.

As part of that seminar, the aforementioned draft counter terrorism act was analysed, with very useful and satisfactory results.

Article 2 of the Convention, relating to terrorism and the criminalization of terrorist financing, matches articles 86 and 86 bis of Act No. 97 of 1992, amending the Penal Code and the Code of Criminal Procedure and concerning account secrecy and weapons and ammunition (known as the Terrorism Act ).

The Act ratifying the International Convention for the Suppression of the Financing of Terrorism was adopted on 5 July 2004.

Act No. 04 016 of 19 July 2004 on combating money laundering and the financing of terrorism has been promulgated.

The Convention for the Suppression of the Financing of Terrorism Act 2003 which came in operation on 22 November 2003.

The CTC would however, be grateful to receive a copy of the amended Act 9613 98 and Act 7.170 83 which according to the third report (at page 3) criminalize the financing of terrorism.

It is an offence to plan terrorist acts, gather information on potential targets for a terrorist act, solicit funds knowing they will be used for terrorism and to recruit or train persons for terrorism.

Likewise if a person has financed an act of international terrorism (Article 389), it will also be considered a criminal act, since the financing of the offence provided for by Article 389 will be considered as assistance to international terrorism according to Paragraph 5 of Article 38 of the RA Criminal Code.

According to this article, allocation or collection of financial resources for execution of a terrorist act is considered as financing of terrorism.

However, consideration should be given to the possibility of including such measures in the counter terrorism act or submitting them as a proposed amendment to the Associations and Non profit Foundations Act already in force.

Moreover, the Money Laundering Act, the Bank Reorganization, Currency and Credit Act and the draft Penal Code include all the provisions contained in the international conventions and protocols on combating terrorism ratified by the Great Jamahiriya.

(d) Criminal justice systems at the national level should, when combating terrorism, act in full compliance with the rule of law, due process, paying due respect for human rights, including the rights of victims of terrorism.

Australia implements the United Nations Al Qaida and Taliban sanctions, in part, through the Suppression of the Financing of Terrorism Act 2002 and the Charter of the United Nations (Terrorism and Dealing with Assets) Regulations 2002.

We therefore believe that, in order to fight terrorism, it is imperative that the international community act in a coordinated and committed manner.

The adoption of the Anti Terrorism Act was accompanied by the introduction of changes to the Security Service Act, the Police Investigations Act and the State Border Service Act, as well as the Code of Criminal Procedure, which enhance the effectiveness of anti terrorist activity while guaranteeing respect for civil rights in the context of such activity.

1.1 The Act on the prevention and combating of money laundering and the financing of terrorism was approved by Parliament and promulgated on 6 February 2005 as Act No. 05 01 (Official Gazette No. 11 of 9 February 2005). The Act has entered into force and is immediately applicable.

The bodies competent to hear terrorism related cases are the Special Court and the Special Prosecutor's Office. Amendments to Act No. 335 1991 Coll.

Ukraine noted that article 29 of the Anti Terrorism Act provides legislative support for the extradition of persons who have participated in terrorist activities.

One month ago, my dear colleague Lakshman Kadirgamar, the Foreign Minister of Sri Lanka, was assassinated by a calculated and barbaric act of terrorism.

It is believed that the international agreements and conventions to combat terrorism will be enforced more effectively through the promulgation of this special counter terrorism act, since its aim is to criminalize the actions covered by those instruments.

While this may be true in some areas, the Monitoring Team has found a firm commitment among Arab States to act against Al Qaida terrorism.

A special article will also be added to the Act on counter terrorism to cover liability of legal persons for the financing of terrorist activity.
