CAMBRIDGE While virtually every country in the world is trying to boost growth, China s government is trying to slow it down to a sustainable level. As China shifts to a more domestic demand driven, services oriented economy, a transition to slower trend growth is both inevitable and desirable.

Highly indebted countries, a group that nowadays includes most of the advanced economies, need growth to help them to dig themselves out. But, as a long term proposition, the case for focusing on trend growth is not as encompassing as many policymakers and economic theorists would have one believe.

High unit labor costs and unemployment rates are responsible, in turn, for reducing the trend rate of economic growth, mainly owing to under utilized labor, while the combination of lackluster growth and an ever mounting welfare burden has resulted in chronic budget deficits. The last surplus was in 1974.
