Proposals have been mooted to impose a moratorium on uranium enrichment and plutonium separation, to multilateralize the nuclear fuel cycle or to banish the building of new national fuel cycle facilities.

Third, the States parties should improve control over proliferation of sensitive parts of the nuclear fuel cycle, specifically, activities involving uranium enrichment and plutonium separation.

Such non prohibited purposes should include, inter alia, the production and use of uranium as a fuel for power plants for sea going vessels, including submarines.

It has also transpired that the technology, know how and equipment needed to develop military nuclear programmes in particular dual use technologies in the field of the fuel cycle, and specifically uranium enrichment have become much more accessible.

The participation of the largest possible number of States is vital first and foremost the nuclear Powers, but also countries which possess the potential to produce nuclear explosive devices and have uranium enrichment and spent fuel reprocessing facilities.

Current projections indicate that uranium shortages in the coming years can be avoided only if existing and new uranium mines operate according to plan. Indeed, extrapolations of global supply that foresee an increase in uranium mining are based on claims about the ability to expand output in Kazakhstan.

What would it take to essentially eliminate Iran s uranium enrichment effort?

Iran scales back its nuclear activities, especially the enrichment of uranium fuel, in exchange for an end to economic sanctions. Its government is kept further away from developing a nuclear bomb which it denies pursuing and gains room for economic recovery and normalization of relations with the major powers.

Hungary was following with interest the ongoing discussion on new multilateral approaches to sensitive aspects of the nuclear fuel cycle, and commended the Director General of IAEA for highlighting the need to discuss the dual uses of certain technologies, such as those related to uranium enrichment and reprocessing.
