A moratorium on the production and use of highly enriched uranium for civilian use should be negotiated, with a total ban as a long term objective.

Such non prohibited purposes should include, inter alia, the production and use of uranium as a fuel for power plants for sea going vessels, including submarines.

For its part, after announcing the cessation of the production of plutonium and highly enriched uranium for nuclear weapons, France decided in February 1996 to close and dismantle its facilities for the production of such materials at Pierrelatte and Marcoule.

Japan strongly urges Iran to respond to the resolution by sincerely implementing the requirements of all relevant IAEA resolutions, including the suspension of all its uranium enrichment related and reprocessing activities without exception, including uranium conversion activities, and calls on Iran to return to the negotiation process with the three European Union parties.

With respect to the application of sensitive materials in civilian nuclear programmes, the continued use of highly enriched uranium was particularly worrisome.
