The main factors impeding the sustainable development of water resources are chronic scarcity, deteriorating quality and unsustainable water utilization, especially in agriculture.

Since water sustains life, effective management of water resources demands a holistic approach, linking social and economic development with protection of natural ecosystems.

The country was currently formulating a national strategy to manage its resources more effectively and was reforming the management and development of water resources.

The United Nations system wide World Water Development Report highlighted the continued deterioration in freshwater resources, as well as the links between water and achievement of the internationally agreed goals of the Millennium Declaration.
