Contributions to UN Habitat were well below target.

ROME Global leaders have touted the apparent success of achieving in 2010 well ahead of the 2015 target the Millennium Development Goal of halving the share of people who were living below the poverty line in 1990. But, amid enduring poverty, rising inequality, and lackluster growth in many developing countries, the success of past anti poverty policies and programs appears dubious.

Indeed, recent data have effectively silenced hints by some Federal Reserve officials that the Fed should begin exiting from its current third (and indefinite) round of quantitative easing (QE3). Given slow growth, high unemployment (which has fallen only because discouraged workers are leaving the labor force), and inflation well below the Fed s target, this is no time to start constraining liquidity.

But if the idea of the countercyclical buffer is now generally accepted, what of the nuclear option to prick a bubble Is it justifiable to increase interest rates in response to a credit boom, even though the inflation rate might still be below target? And should central banks be given a specific financial stability objective, separate from an inflation target?

So for instance, a biotechnology company has now found broadly neutralizing antibodies to influenza, as well as a new antibody target on the flu virus.

We have allocated more than the United Nations target of 0.7 per cent of our gross national income to official development assistance, thus proving that it is possible to reach that target and contribute to the well being of peoples in the developing world.
