BRUSSELS The tsunami that has swept across financial markets is a global catastrophe. If handled correctly, however, the crisis may yet raise the esteem of the European Union and its institutions.

The lights must not go out across Europe. Brussels must demand transparency, symmetry, and the rule of law from Moscow, with the goal being a revolutionary integration of European and Russian energy markets.

Removing regulatory barriers across markets could thus be expected to result in considerable productivity gains.

Though interest rates across the European Union are at historic lows, government debt in the eurozone could come under severe pressure should bond markets re evaluate the riskiness of sovereign borrowers. That is a consideration that should weigh heavily on indebted governments as they submit their budgets for scrutiny to the European Commission.

When it comes to internal competition policies, most European countries still think within the national box. For the euro to help lift European growth and productivity in any significant way, governments must allow indeed, encourage stronger competitive forces across the EMU area.

European fixed income markets rallied strongly as a result, only to reverse course days later when Trichet and his colleagues made it clear that the markets had misread him. So there was unwelcome and unneeded market volatility because Trichet couldn t get the message out straight.

One is that they intervene directly in markets, both domestic and across borders, to reduce competition and volatility while they rebuild their buffering capacity. Another is that they muzzle democracy to suppress public anger.

Recent polls suggest that, across Europe, about 40 of the population still trust the European Parliament, whereas only 25 trust their national parliaments. Moreover, the European Parliament retains much higher trust than the US Congress, which has approval ratings that are now below 10 .
