The grant in the amount of 204,800 was to cover the costs of the posts of Director and Deputy Director and part of the administrative costs of the Institute.

(d) Represents the Director General in cases brought before the Administrative Tribunals of the International Labour Organization and the United Nations

The Office of the Director is responsible for providing the necessary administrative support to the Director and staff in all tasks and responsibilities relating to the mandate and workplan of the Service, carrying out administrative services in the areas of administration, personnel, official travel, finance etc., and maintains relevant files and records.

The Director ad interim of the Office of the Programme Planning and Budget Division and the Acting Director of the Advisory Committee on Administrative and Budgetary Questions provided clarifications pertaining to the late submission of documentation.

(c) The Director General's Administrative Instruction indicates that the appraisal process should preferably be concluded within the last month of the reporting period.

Her ability to ensure that the administrative infrastructure supports this growth has been hampered by the absence of a full time Deputy Executive Director.

The Director also carries out liaison and negotiation with IAEA, UNIDO and the Preparatory Commission for the Comprehensive Nuclear Test Ban Treaty Organization on all aspects of common and joint administrative arrangements at the Vienna International Centre, and assists the Director General in negotiations with host country authorities on administrative, financial and other issues relating to the implementation of headquarters agreements.

As at 31 December 2004, 272,556 had been spent on salaries of core Professional staff of the Institute (Director, Deputy Director, Training and Human Resource Development Adviser, Information Documentation Adviser and Administrative Finance Officer) leaving an outstanding balance of 107,744 for 2005.

Their applications were rejected by the schools concerned, and on administrative appeal to the Regional Director of Education, on the ground that such exemption was not authorized under the Act.

The Advisory Committee on Administrative and Budgetary Questions has considered the report of the Executive Director of the United Nations Children's Fund (UNICEF) on the biennial support budget for 2006 2007 (E ICEF 2006 AB L.1).

This would ensure that the administrative decisions of the Director of INSTRAW are properly overseen by a representative of the Secretary General in the Secretariat in accordance with the United Nations rules and procedures (see recommendation 3).
