Following its review of the report of the Office on strengthening the investigative functions in the United Nations (A 58 708), the General Assembly assigned specific responsibility for the investigation of serious misconduct, including sexual exploitation and abuse, to the Office, and requested that I establish an administrative mechanism for the mandatory reporting by programme managers of allegations of misconduct to the Office (resolution 59 287).

C. Protection against retaliation for exposure of wrongdoing or reporting of irregularities and misconduct

A crucial factor in preventing misconduct was mainstreaming of gender awareness across peacekeeping missions.

Patrols by the military police were insufficient to discourage peacekeepers from engaging in sexual misconduct.

The Security Council is deeply concerned with the allegations of sexual misconduct by United Nations peacekeeping personnel.

The incentives associated with the winner take all system encourage cheating ranging from questionable practices and ethical lapses to outright misconduct. This threatens to create a vicious cycle in which misconduct and sloppy research are rewarded, undermining both the scientific process and its credibility.

The Secretary General is finalizing a comprehensive policy to ensure protection against retaliation for reporting of alleged misconduct.

Second, the Organization is moving swiftly to take appropriate disciplinary action against all proven cases of sexual misconduct.

The ethics office will provide protection against retaliation to persons who report misconduct or who cooperate in official investigations.
