As part of its programme of cooperation with central and eastern European countries, OECD has launched projects on expenditure management, administrative oversight, development of human resource management and regulatory reform.

However, the Advisory Committee on Administrative and Budgetary Questions and the Office of Internal Oversight Services expressed concern that such decentralization would not be the most effective use of resources.

The Committee was mandated to decide on and oversee administrative measures that may be required in cases of continuing failure to comply with oversight recommendations. The IGO no longer acts as secretariat of the Oversight Committee however the Inspector General continues to attends meetings on an ex officio basis.
