Relative ageing of the old age population itself is becoming a notable feature of the ageing process in the region.

The fact that ageing is not a transient issue makes it necessary to respond to the ageing process in time.

Given the social and economic implications of such changes, (i)t is essential to integrate the evolving process of global ageing within the larger process of development , as stated in paragraph 9 of the Madrid International Plan of Action on Ageing, 2002,9 adopted by the Second World Assembly on Ageing, held in Madrid from 8 to 12 April 2002.

Another important dimension of the ageing process is the rising share of women in the older age groups.

Recognizing the continuing process of elaboration of the United Nations research agenda on ageing for the twenty first century, which is aimed at providing a background for policy responses to ageing, in particular in developing countries,

Population ageing

The process of population ageing is therefore more advanced in China, where nearly 10 per cent of the population are aged 65 years or over.

The Institute has also collaborated with UNFPA and WHO in the preparation of an overview document on gender, ageing and health as part of the Beijing review process.

The needs of ageing populations are of growing concern.

Second World Assembly on Ageing The LWV attended the UN Second World Assembly on Ageing meeting in Madrid held April 2 12, 2002 and the NGO Forum on Ageing held April 5 9, 2002 and spoke as a member of a panel at the Forum.

Reaffirming the necessity of ensuring that the Second World Assembly on Ageing will provide an action oriented follow up to the International Year of Older Persons, and recognizing the importance of an adequate preparatory process,

The diversity of ageing in the region means that different policy responses are called for in different countries depending on their current and expected levels of ageing.

Encourages Governments to pay greater attention to building capacity to eradicate poverty among older persons, particularly older women, by mainstreaming ageing issues into poverty eradication strategies and national development plans, and to include both ageing specific policies and ageing mainstreaming efforts in their review and appraisal of the Madrid International Plan of Action on Ageing, 2002Ibid., annex II. and in their national strategies

Encourages the international community to support national efforts to provide funding for research and data collection initiatives on ageing in order to better understand the challenges and opportunities presented by population ageing and provide policymakers with more accurate and more specific information on gender and ageing

The Madrid International Plan of Action on Ageing adopted at the Second World Assembly on Ageing in 2002 had been extremely useful in that it served as a model for the international community in dealing with the situation of older persons and the question of ageing.

The road map defines two universal and essential facets of the national implementation process, particularly in developing countries and countries with economies in transition national capacity building and mainstreaming of ageing into the national development agenda.
