The ECA compound currently houses a total amount of 1,954 personnel, including 1,021 ECA secretariat personnel, 666 personnel of United Nations system agencies and 267 contractors.

Of that amount, 11,352,926 corresponds to 63 per cent of military personnel costs ( 18,011,800).

An unutilized amount of 1,371,300 was realized owing to the deployment of fewer personnel (see annex III).

An unutilized balance of 2,391,500 was realized owing to the actual average number of personnel being lower than planned, the delayed processing of personnel actions and the provision of seven gratis personnel by Governments. The amount attributable to the gratis personnel is 102,700.

The amount apportioned for the reporting period provided for the round trip rotation travel of 775 infantry personnel and 129 support personnel at 1,400 per person.

5. Budget item 2, civilian personnel costs, shows savings in the amount of 16,497,400, from a provision of 110,365,000.

The requirements also include the estimated worldwide costs of malicious acts insurance for personnel in the field in the amount of 15,255,700.

Based on the standard costs of 5 per person per month for all personnel, the requirements would amount to approximately 299,000.

The amount allocated under this heading has been fully obligated to cover potential claims from death, disability or injury of military personnel.

As an alternative, some tasks were completed under general temporary assistance in the amount of 550,700 by personnel on special service agreements.

23.82 The amount of 408,200 provides for anticipated travel and personnel costs based on costs experienced during the period from 2000 to 2003.

The cost estimates provided a total amount of 384,000 for accommodation of international contractual personnel ( 324,000) and storage of the mission s files for three years ( 60,000).

10. Death and disability compensation. The amount allocated under this heading has been fully obligated to cover potential claims from death, disability or injury of military personnel.

The additional amount of 25,689,000 gross ( 26,058,600 net) provides for the delayed repatriation of military personnel, the retention of a military task force of 955 contingent personnel and requirements for the completion of the in situ registration and disarmament of some 6,000 personnel of the União Nacional para a Independência Total de Angola (UNITA) who were not previously reported to the United Nations.

9. The Advisory Committee also notes that requirements of 324,500 for other travel costs are listed under budget item 2, civilian personnel costs, where the apportioned amount provided for 132,000.

31. Rental of premises. It was anticipated that an amount of 488,400 would be required for troop and headquarters military personnel accommodation, as well as the rental of two police stations, six land leases for the observation posts and two for workshops. However, not only were the workshops and more military personnel provided with rent free accommodation, but the cost of land leases was also lower than planned, resulting in an unspent amount of 237,100.

For the period from 1 July 1998 to 30 June 1999, military and civilian personnel costs amount to about 66.9 per cent of the total estimated budgetary requirements (26.9 per cent for military observers and contingents and 40 per cent for civilian police and civilian personnel).

It can thus be said that personnel costs to be financed from the regular budget and extrabudgetary resources would amount to an estimated 4,365,140,300 in 2006 2007.

Additional provision is made in the amount of 7,100 for medical treatment, diagnostic service and consultations outside the Swiss clinic owing to the increase in the number of civilian personnel and military observers.

The requested amount of 87,793,500 net would cover, inter alia, the cost of 198 additional staff in Basra, Erbil and Baghdad and the deployment of three guard units comprising 334 personnel, including logistics life support.

17. Common staff costs. An unutilized amount of 5,184,600 resulted from actual deployment of international and local staff being lower than planned and the delayed processing of personnel actions referred to in paragraph 12 above.

The lower number of personnel reflects the non deployment of 15 military medical personnel as replacement for 40 contingent support personnel.

Provision is made in the total amount of 1,208,100 for a Joint Security Unit composed of 240 soldiers (120 from the Government of Tajikistan and 120 from the UTO), which will provide security to UNMOT personnel.
