Before, the author was employed as a police officer.

By letter of 16 December 2004, his son (hereafter referred to as second author) maintains the communication before the Committee.

As a result, the requisite tests were not made and the author did not receive an effective diagnosis and treatment.

Here, the author is represented by legal counsel, and this further justifies the ordinary application of exhaustion as a prerequisite.
