Second, China s central bank still controls interest rates by enforcing a roughly three percentage point spread between deposit rates and lending rates. As a result, Chinese commercial banks can operate longer with a higher RRR than their counterparts elsewhere.

Of course, rapid credit growth is a natural consequence of declining real interest rates. But, in Brazil, lending by state owned banks has outpaced that of private banks significantly since 2008, meaning that lending at deeply subsidized rates has largely driven the increase in bank credit, to 58 of GDP (roughly double the rate eight years ago).

Stimulus programs were sold as being a temporary palliative, needed to bridge the gap until the financial sector recovered and private lending resumed. But, while bank profitability and bonuses have returned, lending has not recovered, despite record low long and short term interest rates.

And how does official lending respond? , World Bank Policy Research Working Paper 2392 (Washington, DC World Bank).

And, yes, there are things like Grameen Bank and micro lending.

Irresponsible borrowing by governments in international credit markets requires irresponsible lending. Bank regulators should just say no to such lending by institutions that are already under their purview.

Since the 1990s private finance has shifted from international syndicated bank lending to international bond issues.

Moreover, since only Governments could access World Bank lending, the difficulty lay in mobilizing funds for local projects.

Germans do not see why they should be vulnerable because of poor quality mortgage lending in American inner cities. Depositors with the British bank Northern Rock blame American developments for the credit turbulence that made it impossible for the bank to continue to fund its lending.

When banks make loans, they create deposits for borrowers, who draw on these funds to make purchases. That generally transfers the deposits from the lending bank to another bank.

The retail giant Wal Mart is driving emissions reduction throughout its supply chain. Meanwhile, the World Bank and the European Investment Bank have stopped lending to high emission coal plants.

Finally, there is a long history of underground lending and borrowing in some of China s east coast region, especially in Wenzhou. Whenever monetary tightening causes bank credit to shrink, small and medium size private enterprises are prepared to borrow at suicidally high interest rates from relatives or loan sharks.

But they also wanted banks to direct more resources to financing domestic investments and industry. The bank reforms generally did punish the bankers, but they were not successful in promoting new bank lending.

Fortunately, however, these shortcomings can be overcome. Regulators and Internet financiers can look to traditional bank lending to individuals and SMEs as they devise new measures to minimize risk and lock up bottom lines in the P2P lending sector.

This situation, combined with marginal bank lending and low levels of official development assistance, undermined the efforts to meet the Millennium Development Goals.

(b) Despite IMF lending and several rounds of IMF programmes, the economic deterioration could not be redressed, and in most of the cases there were runs on bank deposits and an ensuing bank crisis.

While ownership of bank assets by foreign institutions offers potential opportunities, excessive foreign ownership of bank assets has also, at times, constrained lending to the domestic private sectors and small and medium scale enterprises.

Some were fairly obvious Larger loans and higher leverage ratios contribute to higher rates of NPLs. Others the existence of guarantees or collateral, lending to small companies (instead of the companies owners), and lending to borrowers who are geographically farther away were less so.

We have also cut interest rates on all concessional lending to zero through 2012. We have made our lending instruments more flexible, so that financial support can reach our members quickly, leaving sufficient room for high priority spending to support growth and protect the most vulnerable.

In the United Kingdom, banks have been criticized for not lending the reserves created by quantitative easing to the real economy, leading the Bank of England to introduce its funding for lending scheme in 2012. In the eurozone, it is hoped that this year s asset quality review (AQR) and stress tests will finally dispel concerns about bank solvency and free up credit supply.

The Bank was able to provide lending facilities to local businesses and individuals, which has enabled a marked increase in house building on St. Helena.30

Australia's central bank has already been raising rates since May 2002, and Great Britain's since November 2003.

Although higher bank lending rates during 2004 indicated a spontaneous renewal in private economic activity and risk taking, the recovery by the private sector witnessed in the first months of 2005 was increasingly articulated as a strategy of choice, among Palestinians and the international community, for generating economic growth during the post disengagement period.

For its part, the People s Bank of China (PBOC) has engaged in cautious monetary loosening, which includes freeing up more funds for lending by banks that allocate a certain proportion of their total loan portfolio to SMEs. The PBOC, through its pledged supplementary lending program, has also started lending directly to banks that have promised to use the funds for social housing construction.

For that reason, we need to create special lending arrangements for landlocked developing countries, ensuring them differential treatment in areas such as lower interest rates and longer grace periods.

With limited access to global capital markets, Chávez turned to China for loans, backed by sales contracts for oil. Loans from the China Development Bank carry higher interest rates than the West s traditional lending mechanisms, but they also come with fewer restrictions on policy, and allowed Venezuela to escape the worst of the bondholders wrath at least so far.

Bank interest rates on savings are lower than the inflation rate and many multiples lower than the rates promised by the informal sector. Default rates in the informal sector are high, and lenders may disappear with depositors money, as happened in Wenzhou.

Low interest rates on deposits and low lending rates for firms and developers mean that the household sector s massive savings receive negative rates of return, while the real cost of borrowing for SOEs is also negative. This creates a powerful incentive to overinvest and implies enormous redistribution from households to SOEs, most of which would be losing money if they had to borrow at market equilibrium interest rates.

For example, Professor Jeremy Bulow of Stanford University and I have shown that by endowing the World Bank with 100 billion dollars, it could carry out the tasks that it performs best more effectively and with greater transparency than it does today through borrowing and lending. Given today s exceptionally low long term interest rates, the annual cost would be, well, peanuts.

Meanwhile, the People s Bank of China, which hiked benchmark one year lending rates five times in the 12 months ending this October, to 6.5 , now has plenty of scope for monetary easing should economic conditions deteriorate. The same is true with mandatory reserves in the banking sector, where the government has already pruned 50 basis points off the record 21.5 required reserve ratio.

However, he believed that as the interest rate rise cycle of the Hong Kong Bank began and the Hong Kong dollar interest rates were normalizing, the situation that Hong Kong dollar interest rates were lower than US dollar interest rates would change in the future.
