In recognition of this fact, the Eighth Conference of the Parties to the United Nations Framework Convention on Climate Change took decision 12 CP.8 in October 2002, inviting the Intergovernmental Panel on Climate Change and the Technology and Economic Assessment Panel to develop a balanced, scientific technical and policy relevant special report.

The Working Group concluded that while the Secretariat has made significant efforts to introduce results based management principles and related systems, the change towards results oriented planning, budgeting and performance assessment is not yet complete.

In addition, the UNEP Division of Early Warning and Assessment is involved in other global environmental assessment activities, such as the Global International Waters Assessment and the Global Marine Assessment, for which UNEP provides leadership and coordination, and the Land Degradation Assessment in Drylands and the Millennium Ecosystem Assessment, in which UNEP is a key partner.

Several Parties reported their involvement in the UNEP Country Working Groups for Climate Change Vulnerability and Adaptation Assessment on Water Resources, Agriculture and Coastal Zone as well as with the Global Change System for Analysis, Research and Training START to develop regional networks for collaboration between scientists and institutions to carry out research on regional aspects of global change, evaluate its causes and impacts and provide information relevant to policy makers.
