Article 135 Anyone who violates the provisions of this Law and establishes an insurance company without approval, or illegally transacts commercial insurance activities, shall be subject to criminal proceedings in accordance with laws, and the action by the financial supervision and regulation department.

Recommendation 3. The Department of Management should consider transferring responsibility for commercial insurance arrangements to a specialized procurement and contract management unit within the Office of Central Support Services.

Additional resources will need to come from all possible sources national governments, bilateral and multilateral donors, foundations and commercial firms, insurance schemes and out of pocket financed goods and services.
