31.12 The provisions under general insurance (see table 31.4) relate to insurance of the buildings and property at United Nations Headquarters, including automobiles and works of art, insurance of aircraft used for travel by the Secretary General but not owned by the United Nations and insurance for other air travel.

19. The Office of Internal Oversight Services also noted that the Insurance Section has no affiliation or membership with professional societies monitoring developments and changes in the commercial insurance arena, such as the Risk and Insurance Management Society and the International Risk Management Institute.

A risk assessment for the foreign property and demining liability policies is required, as are a method for valuing Headquarters property and a strategy for managing the self insurance fund for liability claims.

Firstly, the grouping of responsibilities for commercial insurance arrangements with the management of the health insurance scheme for United Nations personnel under the auspices of one Section Chief is, in the view of the Office, not optimal.

The Central Inter Ministerial Commission has undertaken to deal with commercial property, and has significantly expanded the policy for secondary building compensation.
