We strongly support the Secretary General's proposal to establish a Peacebuilding Commission and fund by 31 December 2005.

The proposal, known as Proposal A, sponsored by Citizens for Economic Diversity, was defeated, with 61 per cent of votes against and 38 per cent in favour.8 Following the election, Citizens for Economic Diversity filed a lawsuit against the Guam Election Commission, alleging that the vote on Proposal A was tainted, as the Commission had failed to properly conduct the election.

On 19 July 2005, the Commission decided to amend item (ii) above, namely the Chairman's proposal on conventional disarmament.

We look forward to a more fully developed proposal from the Secretary General on the structure of the commission.

We therefore welcome the proposal of establishing a peacebuilding commission, which would fill a void in the United Nations system.

Because the Commission did not support the specific proposal, the requirements for the maintenance of ProFi are now fully budgeted under infrastructure.

Mr. Mitrović (Serbia and Montenegro) noted that draft paragraph 4 provided a solution to the issues raised earlier by the European Commission proposal.
