The new trend in the security and defence sector in African States was the outsourcing to private companies offering military assistance, consultancy and security services on the international market.

The Office of Internal Oversight Services estimates that regular travel will be required and undertaken by experts from the consultancy firm, the telecommunication experts and the team of auditors from the Office of Internal Oversight Services to visit selected peacekeeping missions.

Home country governments, not only host governments, could provide institutional support such as market intelligence and information on investment opportunities in target host countries, including consultancy services to help their firms grow through OFDI.

It is therefore estimated that, under non conference servicing requirements, an amount of 27,800 would be required for two work months of consultancy services and an amount of 17,600 would be required for three work months of general temporary assistance from secretariat support services for the Department for Disarmament Affairs as a consequence of the request contained in operative paragraph 4 (b) of the draft resolution.

In any case, bearing in mind the request of the General Assembly that the report be prepared within available resources , as well as the level of resources already proposed under section 4 of the proposed programme budget for the biennium 2006 2007, the Committee recommends against inclusion of an additional 27,800 for consultancy services and an additional 17,600 for general temporary assistance.

In Bosnia and Herzegovina it is organized and implemented as primary, specialist consultancy and hospital health care.

Given the prohibitive cost of refurbishing those facilities ( 20.2 million), UNFICYP proposes the relocation of the troops to new, containerized facilities at a total cost of 3,762,200, of which 709,500 would be required during the 2004 05 financial period for the engagement of engineering consultancy services and site preparation, including electrical, water and sewage projects.

30.20 The estimated requirements in the amount of 15,017,800 would provide for the continuation of 46 posts (1 D 2, 3 D 1, 3 P 5, 8 P 4, 4 P 3, 3 P 2, and 24 General Service (2 Principal level)) and related non post operational requirements, including consultancy, travel, contractual services, general operating expenses, supplies and equipment.

In October 2003, UNFPA communicated to UNDP its agreement to participate in a jointly funded consultancy to provide recommendations for the selection of a funding methodology and policy.

Consequently, a net additional provision of 235,000 would be required for the 2005 06 support account budget, under consultancy, for the execution of the comprehensive management audit of the Department of Peacekeeping Operations.
