124. The Deputy Prosecutor started work in May 1997 and the Deputy Registrar, in March 1998.

The Deputy Prosecutor (Investigations), Serge Brammertz (Belgium), was sworn in on 3 November 2003 and the Deputy Prosecutor (Prosecutions), Fatou Bensouda (the Gambia), was sworn in on 1 November 2004.

At that point he was appointed Deputy Senior Public Prosecutor in Ljubljana.

39. The Office of the Prosecutor at Kigali has been reorganized by the Deputy Prosecutor, who came on board in May 1997.

Increasingly, the Prosecutor and Deputy Prosecutor have been required to travel to the former Yugoslavia to discuss voluntary surrender of indicted accused.

74. In the course of their travels around the world, the Prosecutor and the Deputy Prosecutor have attempted to stimulate and strengthen cooperation by the international community in the accomplishment of their mission.

Since 1 October 1996, Judge Louise Arbour has served as Chief Prosecutor for both the International Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda, based at The Hague, while Mr. Bernard Muna has served as Deputy Prosecutor for the Rwanda Tribunal in Kigali since 29 April 1997, after the resignation of Mr. Honoré Rakotomanana. The new Deputy Prosecutor took office on 12 May 1997.

Briefings on the operations of the Tribunal included presentations by the President of the Tribunal, the Prosecutor and the Deputy Prosecutor, the Chief of Investigations, the Chief of the Security and Safety Section, the Registrar and the Deputy Registrar, the Chief of the Budget and Finance Section and the Commanding Officer of the Detention Unit.

Takes note that, according to the information provided by the Secretariat, the International Tribunal for the Former Yugoslavia and the International Tribunal for Rwanda have one Prosecutor whose duty station is The Hague, and that the International Tribunal for Rwanda does not have a resident Prosecutor, but a Deputy Prosecutor

75. The Prosecutor and the Deputy Prosecutor have attended international meetings and given lectures in Europe, Asia and North America on the unique experience of the two ad hoc tribunals as a forerunner to the establishment of a permanent international criminal court.

2.7 On 31 January 2000, the Deputy Prosecutor, following his own investigation, filed a motion with the Judicial Council of the Misdemeanours Court, recommending acquittals for all three officers.

Pre trial proceedings were conducted in seven cases involving ten accused The Prosecutor v. Bikindi, The Prosecutor v. Karemera, Ngirumpatse and Nzirorera, The Prosecutor v. Kabuga, The Prosecutor v. Karera, The Prosecutor v. Hategekimana and Nizeyimana, The Prosecutor v. Rukundo and The Prosecutor v. Zigiranyirazo.

The Embassy of the Federal Republic of Yugoslavia in The Hague did issue to the President of the Tribunal, Gabrielle Kirk McDonald, the Prosecutor of the Tribunal, Louise Arbour, and the Deputy Prosecutor, Graham Blewitt, as well as to their nine associates, the visas to participate in the said symposium.

6. Currently the staffing of the Office consists of one D 2 post for the Deputy Prosecutor, one P 4 with responsibility for in Office matters and external relations with the Government of Rwanda and other organizations, one General Service (Other level) post for secretarial administrative support. A new General Service (Other level) post for a bilingual secretary is requested for the immediate Office of the Deputy Prosecutor in order to deal with the increased workload.
